His works range from Expressionism to New Objectivity, of which he was one of the most important representatives in Austrian painting. Pregartbauer was especially known as a master of pastels.
He studied at the Vienna Academy as well as at the Technical College and School of Arts and Crafts in Vienna under Oskar Strnad. From 1930 to 1931, Pregartbauer was Erich Wagner’s private student. Together with Ferdinand Andri and Franz Xaver Wolf, he went on study trips to the Wachau region.
From 1931 to 1938, he was a member of the Hagenbund, then of the Vienna Künstlerhaus, and of the Vienna Secession from 1946 to 1963, acting as its president from 1956 to 1958. He returned to the Künstlerhaus in 1963.
In 1937, he was awarded the Austrian State Prize as well as the prize at the international poster exhibition in Philadelphia. He was awarded the Gold Medal of the Vienna Künstlerhaus in 1964.
